The base of the hamper is pretty rigid. It seems like it is a thick piece of cardboard. The 18" is the measurement of the top of the hamper and it does taper down a little.

Ironically the base of the hamper isn't "hard" rigid...like if my daughter banged her head against it she wouldn't bat an eye. It's a hard one to describe, but please know that I have put this thing through the ringer and it has held up under all conditions and looking like new, even carrying SUPER HEAVY loads around by the handles. The 18" is the diameter of the base. Yes, it does taper down. This things is amazing. I'm back to buy one for every family member and maybe some as Christmas gifts. No joke! LOVE IT!

The hamper doesn't actually taper as much as it appears in the photos. It's pretty upright. LOVE this hamper!

The base of the Canvas Hamper is not rigid, as it is made from the same polyester canvas as the sides of the hamper; there are four removable spines that allow it to stand upright. The diameter of 18" is for the opening of the hamper, and the sides do taper down to a square shape at the bottom.
